Hackage revision updated to include upper bound on ghcide

Turns out it needs <=ghcide-0.7.3

Info from #haskell-language-server on freenode

* Add `examples` flag to make examples optional (conditionally patches
  the cabal file to remove them)
* Add `executable` flag to make the `ormolu` executable optional
* Remove `dev` flag

* Add the `executable` flag which makes installing the `refactor`
  executable optional.
* Rename the `refactor` executable to `apply-refactor` to help prevent
  name collisions.

* Fix src_configure
* Add postinst message alerting user to the executable name change

Add `ghc-lib?` dependency condition for dev-haskell/ghcide

Add `troubleshoot-exe` flag to toggle the installation of the
`utf-troubleshoot` executable.

Add `executable` flag to toggle the installation of the
`record-dot-preprocessor` executable.
