This reverts commit 7411c2e9.

Allow setting USE=-harfbuzz to break out of circular dependency between
freetype and harfbuzz.  Harfbuzz support is required for Pango.

The notification service is provided by dunst and it is up to the
distributor to ensure there are not duplicate service definitions.

This enables PipeWire support in Firefox and Plasma among others.

PGO can't be used under qemu-user and it doesn't build in an unprivileged
container (missing ptrace) and it really does take too long to compile
for only slight gains.

This reverts commit b0c1879d.

To support the third party pulseaudio-modules-bt package containing hifi
codecs.
